I've been stuck at this mission for a few days. I can't find any more Outlaw Marshals. Does anyone else got this problem?

I always had decent luck with Junction Point Saloon (after the last fix). If you don't find any, kill a few of the others in the area, go somewhere else for a minute, then go back and hope they are there after the respawn.
