Making new colonies

If I make a new observatory in my colony, will I be able to take a new colony from that colony?

I Have a level 2 observatory in my main planet. And level one observatory in one colony. But when I try to make a new colony from the old colony, it says I need to have observatory 3.

So is there no need to build observatory in colonies? (they don't allow new planets)

Have any one else tried?

no way. That's unfair. I was building them in all my colonies. TT

Atleast it another building none defense troops have to kill before turrets and player spawn further from base
